Scheduler Is Rejecting Updates 'Failed to write update for task' (Doc ID 2279992.1)

Symptoms

The Scheduler is constantly rejecting updates and is not optimizing the jobs or shifts. Reassignment are halted.
It is constantly rejecting updates although the scheduler has been restarted.

The following error is observed in the logs:

The issue may also be related to message stating, "Failed to select task XXXXXXXXXXXXXX, version X for update"
