Upgrading to IPSA 7.3.4.2 patch release and above (Doc ID 2280087.1)

Symptoms

When upgrading to the IPSA 7.3.4.2 patch release, you may face some issues when starting up the Policy Server due to changes made for encryption.

Also, two features have been deprecated from IPSA and should be removed prior to start up,

1 - SptFeatureLicense  

2 - SptExternalSystem.

If not removed you may see the following error's in the policy server log file and the policy server will fail to start:

20170509-201421|27e0|CRT0|OSLogger: Policy Server: Opening database and table read failed: ORA-00904: "Username": invalid identifier

and

20170513-221233|b7e0|CRT0|Failed to decrypt the Final block

Another error you may run into, which has been fixed in release 7.3.4 patch 3, Patch 25910715:

Expected behaviour
The patch should successfully install and no errors should be found.
