Why Application Does Not Allow to Finalize the Actual Landed Cost When Purchase Order is Not Closed? (Doc ID 2280758.1)

Why does the application not allow to Finalize the Actual Landed Cost (ALC) when the purchase order is not closed and shows the below message?

Steps To Recreate:
1. Create Import PO.
2. Create the shipment for the above PO.
3. Create the Transportation.
4. Create the Customs Entry.
5. Receive the Order.
6. Create the obligation.
7. Finalize ALC.

While Finalising the ALC, the error occurs.
