Config Assistant exports SRS rules in non-helpful order

It is helpful to be able to compare SRS rules from one environment to another.  Config Assistant appears to use the RULE_NUM in its export order which  RULE_NUM is non-stable. New rules make it shift over time. 
This inconsistency makes it hard to use a comparison tool to find the real differences.

It would be better if Config Assistant exported SRS rules in a meaningful order, such as, set_name, rule_name, rule_value_1, rule_value_2.
