NT Sync Up Issue - When API Is Deleted From Partner Portal, Request Is Still Reaching NT Server And Being Processed

Symptoms
When one of the existing API is removed from Partner portal followed by approval of Partner Manager, the request to the API is still be processed by NT server.
Expected Behavior:
When API is deleted from Partner Portal, request should no longer be processed by NT server, "HTTP Response - 404 Not Found / OCSG Response - No service contract found" should be received.
Test Cases:
Scenario 1:
Deleting API from partner portal when
NT1 Server - UP
NT2 Server - UP
Getting "HTTP Response - 404 Not Found / OCSG Response - No service contract found" from NT1 but request reaches NT2 server and getting processed.
Scenario 2:
Deleting API from partner portal when
NT1 Server - DOWN
NT2 Server - UP
Getting "HTTP Response - 404 Not Found / OCSG Response - No service contract found" from NT2
Scenario 3:
Deleting API from partner portal when
NT1 Server - UP
NT2 Server - DOWN
Getting "HTTP Response - 404 Not Found / OCSG Response - No service contract found" from NT1
Scenario 4:
Deleting API from partner portal when
NT1 Server - UP
NT2 Server - UP
Getting "HTTP Response - 404 Not Found / OCSG Response - No service contract found" from NT2 but request reaches NT1 server and getting processed.
