Restarting Indexing and Search Service Leaves Accounts Stuck In B State

Symptoms
In one instance, it was found that issadmin.sh --listbrief; shows accounts in B state with State Changed dating back to as far as two years ago.
For more recent ones, it seems like the State Changed might correlate to when Indexing and Search Service (ISS) was restarted.
It would appear that either restarting while an account is being bootstrapped leaves that account stuck in the B state or there is some other situation in which accounts can become stuck in B state and something should clean that up.
