On Oracle Utilities Meter Data Management 2.1.0.3 version, the Pending Status of D1-MeterReadDownloadActivity BO does not have a default next status, nor a transition condition. With Activity Monitor plugged in, the D1-ACTVY batch job is not able to transition records from Pending state to Extracted state.
