ALC Records Are Not Displayed On ALC Maintenance Screen

ALC records are automatically created when PO is approved with ALC Status = 'E'. The records are created with a PO and No Obligation Key and No Customs Entry (CE_ID).
When viewing this PO within ALC Dialog [Open ALC Maintenance screen, input PO# above to view the ALC], why the error message "No records match the specified criteria" is displayed?
Same behavior is noted when viewing using ALC Order Finalize screen.
