Error "Mailbox is busy" causes sieve fileinto to fall back to INBOX.
A (particularly high visibility) user complained that "Server side mail rules sometimes fail to process more than 80 times a day."
mail.log_current showed it worked:
"Mailbox is busy" should not be a reason to try INBOX instead of the requested fileinto, and certainly not intermittently.
Due to this issue, users cannot rely on server side mail rules.
