Multi-minute End-user Elapsed Times When SMService Is Restarted

Multi-minute end-user elapsed time when SMService is restarted.
You see multi-minute elapsed times (lockups/freezes) when SMService is started after the rest of services are already running.
The "start a service" while other services are up is a fairly common thing you have to do.
IccpAdapter and service_alert are stopped and started during the weekly DSCADA Point Load. Commenting out a service or removing options requires a restart of SMService.
1. Restart a service while users are logged in with debug enabled: Action any.publisher ejb debug EJB_STATISTICS=1
