Symptoms
In Oracle Utilities Meter Data Management version 2.1.0.3 the Get Scalar Detail Usage Rule estimate when no demand is found at the end of bill window
Scalar reads are billed from the AMI meters. Because following reason MDM is configured to use Get Scalar Detail rule are:
1. Only want to estimate on bill cycle date.
2. Have 40k same type of smart meters that have to be read monthly by mobile due to network coverage limitation. Do not want them to estimate.
3. Summary account functionalities supported by the Get Scalar Detail usage rule are used.
The issue happens for demand meter billing when a demand read cannot be found at the end of billing window (online or batch). With daily reads, meter are reporting daily demand reads but with older dates.
So it is possible that the last demand is found earlier than the end of bill window. MDM shoud not always expect a demand read at the end of bill window.
It is expected that MDM should not estimate but to return the *highest peak demand* found in the entire billing period.
