ATP Collections Are Not Collecting Items From A New Org After Upgrade From 11i to

Created new org and do not see items collected.
Causing ATP failure when trying to schedule sales orders.

Create org and assign items to the org.
Add org in the Instances form.
Launch data collections
then try to schedule orders and get error - Item is not collected.
Go check Collections workbench and find no items is not present for new org TST

new items would be collected and then we can schedule sales orders in new org

cannot proceed with testing in this new org.
