EPPM Configuration Fails When Upgrading Oracle DB and Creating a Read Only Database User (Doc ID 2283995.1)

When attempting to upgrade a database using the EPPM Configuration utility, the following error occurs:


OUTPUT>[ERROR] [2017-05-08 10:45:14] Database Error: error number=922
OUTPUT>[ERROR] [2017-05-08 10:45:14] Error Message: ORA-00922: missing or invalid option
OUTPUT>ORA-06512: at line 6
OUTPUT>USER [WARN] : Could not complete because the job "Run SQL Script orpm_create_ro_users.sql" failed.
OUTPUT> ORA-00922: missing or invalid option
OUTPUT>ORA-06512: at line 6


The issue can be reproduced at will with the following steps:
1.  Launch the EPPM Configuration utility.
2.  Select upgrade an existing database.
3.  Check the option box to create a read only user.
4.  Enter password that begins with a numeric character or contains special characters.
5.  Observe the reported error.
