Symptoms

ACTUAL BEHAVIOR

Alert emails unable to deliver

After upgrade to v16.1.2. alert emails are not delivered to the recipients.

EXPECTED BEHAVIOR

Alert emails should be received

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OPPM
2. Set up alert emails
3. Observe that they are not received by recipients

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot properly use the alert function as the emails are not received.
