Opening device after manually creating event on it creates a duplicate event.
Manually create an outage event on a cutout. This creates a PDO in work agenda. Then open the same device using control tool. A new, duplicate event is created.
It would be expected that the PDO from Create Event would change to an RDO rather than having both the PDO and RDO outages.
The issue can be reproduced with the following steps:
1. Locate a device.
2. Select Create Event (type Outage) on the device.
3. Note the PDO outage event that appears in Workagenda
4. Open the cutout device
5. Note that there is another event (RDO) in Workagenda on the same device. The viewer also displays a RDO and a PDO.
