Starting CCB Application Stucked With Error

On : 2.3.1 version, ENV - Environment

Starting CCB application getting error and not logged in any of the myserver.log, spl_service.log, spl_web.log, wl-domain.log files. (with the current log4j settings).
The weblogic_current.log also not processing anything after below messages, seems like startup is hanging there:
