Symptoms
When trying to remove a user from a DAG, your getting the error:
ORA-01403: no data found
FRM-40735: ON-DELETE trigger raised unhandled exception
ORA-01403.
This is happening for all Users, and the Users have all the correct TMS roles assigned.
