ReIMediinvupload Incorrect Number Value for Non Merchandise (Doc ID 2285250.1)

Symptoms

When reimediinvupload process an amount < $1 (e.g., non-merch amount), the amount loaded does not correctly take into account the precision of the field.
The code in com.retek.reim.batch.BatchUtils appears to incorrectly handle the case when the number length is less than the precision (4):

Examples for number (with precision = 4):

1 => 1 (WRONG - should be 0.0001)
16 => 16 ( WRONG- should be 0.0016)
160 => 160 (WRONG - should be 0.0160)
1600 => .16 (RIGHT)
16000 => 1.6000 (RIGHT)
