Duplicate Services with Same ExternalObjectId got Created by SFWS

Symptoms
Identified that SFWS in 7.2.5. version is allowing to duplicate the Other System Entity Id field for service creation. The OOTB validation to avoid duplicated services is not there or is disable on this version. This validation is working fine in 7.2.4, this is the error that is not getting returned by the SFWS:
businessInteraction.configurationAssociatedToAnotherBI.id=<BI ID>
businessInteraction.configurationAssociatedToAnotherBI=The Inventory item (id={0}) has a configuration that is associated to another BI (id={1}). The configuration is not in a completed or canceled state. Therefore the action {2} cannot be applied to the Inventory item through the Business Interaction(id={3}) as long the configuration remains open.
This is happening as part of ProcessInteraction and can be also replicated by UIM UI.
