Actual Behavior
---------------
"Transit Times" option from the front end missing whereas database table is present


Expected Behavior
-----------------------
Expect "Transit Time" be present on GUI

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. RMS Tasks List
2. Foundation Data > Items > Merchandise Hierarchy
3. Click on the Department button on the Merchandise Hierarchy tree
4. Select Department and go into Department Details screen
5. Click on More Actions
