Field Validation Fires Inconsistently When Using Forward Case Versus "Route On Close" Option (Doc ID 2286733.1)

Symptoms

When a field validation is set to include assessment of Case Status, it is fired before case save if the case is routed normally but it is fired after case save if the case is closed and "route on close" is available to the user closing the case. This results in the routing being stopped during normal routing and the case not being saved.
