Assignments Started On MCP, Finished By The Dispatcher Are Missing Completion Date On Outbound Message

Symptoms
Assignments that are dispatched to a Mobile Communication Platform (MCP), but completed in Oracle Utilities Mobile Workforce Management (MWM) by a dispatcher are missing the Completion Date/Time on the Outbound Message. These Activities then failed to complete in Oracle Utilities Customer Care and Billing (CC&B) due to this missing information.
Steps:
1) Dispatch an Assignment to the MCP.
2) As a dispatcher, navigate to the Assignment.
3) Navigate through En Route, Start, and click Complete.
4) Complete the Assignment.
The Assignment shows completed, but the outbound message to the host system is missing the completion date time in the payload.
