'Return To vendor' (RTVCre) Messages Failed In RIB-RMS

The RTVCre messages failed in RIB -RMs with the below error:
Additionally, RTV_ID and RTV_ORDER_NO from Message XML is same. The RTV_ID from SIM is already existing in RMS with the RTV_ORDER_NO.
Please provide explanation for this.
