Symptoms
The migration of the config objects fails during the "LOAD" phase of the zone_models due to "Cyclic dependency condition detected".
Steps to Reproduce this issue
===========================
1.Created a zone(Zone1, Zone2) models from PDC UI.
2. Created a zone item for Zone1 and Zone with destination prefix as same.
3. Also configured the alternate zone model for Zone2 as Zone1.
4. Submitted the changeset, no validation errors found.
5. Added alternate zone model for Zone1 as Zone2 - Observed that "Cyclic dependency condition detected for Zone Model "Zone2"".
