ImportEntity Webservice Does not Throw Any Error

Symptoms
UIM ImportEntity operation of NRM Webservice doesn't throw any error if user tries to associate entity which does not exist.
Steps:
1) Create a Logical Device with specification -"LD_spec", Do not create Inventory Group entity, just deploy the InventoryGroup Spec - "IG".
2) Run the ImportEntity operation of NRM webservice with the Attachment.

Logical Device entity - action as - "association"
Inventory Group - action as - "Information"
3) Send ImportEntity.xml from SOAP UI with the ATTACHMENT as ImportEntity_Sample_Attachment.xls.

4)ImportEntity response sends Success Message but expectation is a error message with the reason.
