On : 2.2.4.2 version, BI - Billing

ACTUAL BEHAVIOR

Problem when using DTO to update/add characteric on Billable charge id.

Th code was tested with the workaround using DTO to update/add characteristic on Billable charge id. After removing the characteristics from BillableCharge BO object and invoking BO still seeing Cobol Exception thrown to the application.
