FLISR (Auto Mode) Gives Wrong Message for Manual Demotion Cause

When running FLISR in Auto mode, if a solution is demoted because a feeder is not in the correct state, the error message says the feeder is in manual mode, when it is not.
'3110: Event demoted for manual execution. Restoration Feeder [$VAL1] is in manual mode'
The issue can be reproduced with these steps:
1. Make sure that SRS rule 'FLISR Disable Feeder for Restoration Time' is set to 600 and FLISR is set to run in auto mode.
2. Create a FLISR event on a test feeder which has only one possible restoration feeder
3. Reset the test feeder
4. Again create a FLISR event on the same test feeder
5. Open the FLISR report and observe the message '3110: Event demoted for manual execution. Restoration Feeder [$VAL1] is in manual mode'
