publicUserIdentity Not Populated for THRESHOLD_BREACH_EVENT Notifications

On Oracle Communications Elastic Charging Engine(ECE), version,

publicUserIdentity was not getting populated for THRESHOLD_BREACH_EVENT Notifications and AGGREGATED_THRESHOLD_BREACH_EVENT Notifications.

Consider the below sample ecs.log for an 'AGGREGATED_THRESHOLD_BREACH_EVENT' Notification, where the publicUserIdentity has been populated as blank.

publicUserIdentity should be populated with the MSN user identity.

The issue can be reproduced at will with the following steps:

1) Enable Notifications for ECE.
2) Ensure an account crosses credit limit threshold.
3) Check the ECE logs for notification events.
4) In the notification events that was pushed by ECE to weblogic does not contain publicUserIdentity details.
