Rating Failed in Closed Service After New Service Created

On : 184.108.40.206.0 version, Rating business logic
When a customer has closed a service and opened new service, i.e. change of plan, ECE did not rate the delayed CDRs with dates corresponding to the old service.
Steps to reproduce:
1- Create an account with telephony service at 2017-07-10
2- Move PVT and close the telephony service at 2017-07-20
3- (Optional) Rate a delayed usage with date in the validity period of the closed service 2017-07-15
This rate worked fine.
4- Create a new telephony service in the account
5- Rate a delayed usage with date in the validity period of the closed service 2017-07-15
This rate failed.
