NF Nullify Process Not Sending WMS/SIM Message

Information in this document applies to any platform.
When attempting to cancel a NF that is rejected, RFM is not sending message to SIM / WMS with stock adjustment.
Steps to Reproduce:
- Attempt to cancel a rejected NF (example, RTV and STOCK).
- No messages sent to WMS or SIM upon nullify.
