Create_id in ITEM_MASTER is Captured Incorrectly for Level 2, 3 Items (Doc ID 2289043.1)

Symptoms

In RMS 16.0, for Level 2 and Level 3 items, create_id is captured as DB user instead of application user id.

Steps to reproduce:
1. Create a level 3 item from RMS UI and approve it.
2. Query the item from the DB. Note that for level 1 item will have create_id as application user where as level 2 and level 3 item will have DB user as the create id.
