Location Move is not Creating an Exception For the Item Which was in Clearance in the Old Zone (Doc ID 2289544.1)

Symptoms

When a item/zone in Clearance is performed for a location move to a new zone it is not creating an exception. 

Steps to Recreate :

1. Login to RPM.

2. Create a clearance on an item I1 at zone Z1( It has 2 locations L1 & L2) on vdate.

3. Approve that clearance. It goes to executed state.

4. Later perform a location move of L1 from zone Z1 to zone Z2(It has location L3) on vdate+1

5. The Item/Location 1 which was on Clearance in old zone Z1 is still on clearance in the new zone Z2 i.e., RPM is not creating an exception for the item/loc.
