RPM Login Using Single Sign-On (SSO) Throws "Unable to authenticate user. Check username and password." Error (Doc ID 2289706.1)

Symptoms

RPM login throws the following error when using SSO

"Error: Unable to authenticate user.
Check username and password. "

Client Java console shoes:
javax.naming.AuthenticationException: User failed to be authenticated. [Root exception is java.lang.SecurityException: User failed to be authenticated.]
at weblogic.jndi.internal.ExceptionTranslator.toNamingException(ExceptionTranslator.java:46)
at weblogic.jndi.WLInitialContextFactoryDelegate.toNamingException(WLInitialContextFactoryDelegate.java:889)

Caused by: java.lang.SecurityException: User failed to be authenticated.
