PCM_OP_BILL_DEBIT Is Unable To Commit The Transaction In DB (Doc ID 2289949.1)

Symptoms

During High Avalability test from Billing Revenue Management(BRM)  GateWay  to BRM, one has sent continuous top-up request to BRM.  It has been observed that some of the requests are not got committed in BRM DB, though the output flist is successfully printing in the cm.pinlog.

Below are the steps to reproduce the problem

1. Create account with Plan 1 on Jul 10th

2. Move pin_virtual_time to Aug 10th and run the below flist through testnap

3. Run the same flist through another session of testnap

4. Out of 57 request send to BRM 47 has been committed and 10 has not been.  But for those 10 output flist from bill_debit is visible

Actual Output: The transaction gets struck, doesn't come out of testnap

Expected Output: An error should occur and be reported
