Intermittent Errors Launching NMS From CITRIX Servers with IE 11

When using Internet Explorer IE 11 to launch NMS via CITRIX, the user got an error that it can't find the .jnlp file for the java web-start.
NMS WebWorkspace.jnlp, is started via IE 11 through CITRIX windows servers
....(x86)\Internet Explorer\iexplore.exe https://WEBLOGIC/nms/WebWorkspace.jnlp
Every first time the user attempts to connect they are getting the error
Error: Could not load file/URL specified:
C:\\Users\\USER\\AppData\\Local\\Microsoft\\Windows\\Temporary Internet Files\\Content.IE5\RF5F6YZ7\WebWorkspace.jnlp
CouldNotLoadArguementException[ Could not load file/URL specified: REPEAT ABOVE LOCATION

at com.sun.javaws.Main.$1.run(Unknown Source)

If the launch is attempted a second time it succeeds. The problem appears to be happening when a Citrix profile is created and used for the first time.
Running IE for the first time on a Windows system, and having it invoke javaws appears to invoke javaws before IE fully configures it's running environment, such as establishing
C:\\Users\\USER\\AppData\\Local\\Microsoft\\Windows\\Temporary Internet Files\\Content.IE5
