Timeouts when Loading Some Fee Schedules through the IP (Doc ID 2290487.1)

Symptoms

On :  2.16.1.0.11 version


On version 2.16.1.0.11, some fee schedules are causing a timeout. This does not happen on all fee schedules, but it has been seen on some high profile fee schedules. Some fee schedules are updated correctly and others get a timeout.  There was a change in 2.16.1.0.3 to optimize the query.

Error getting response, java.net.SocketTimeoutException: Read timed out

The issue can be reproduced at will with the following steps:
1) Create the fee schedule in one environment.
2) Use the fee schedule IP to load to a new environment.
