To Do Messages:: Need To Modify To Introduce Custom Unique Reference Ids (Doc ID 2290893.1)

Qn1:We need to customize the To DO message for the approval related notification that goes to Approver and the To Do message that goes to the preparer when the approver rejects the record.. In both these cases, we need to customize the To Do message by adding a unique reference id
Qn2:Currently, we have implemented approval workflow for 2 of the custom UIs and the Resolve To Do screen shows all of the base + custom To Do notifications here.
However, client is asking for a requirement wherein they want to segregate the To- Do notifications as per the Roles & responsibilities of the user.

Ex. A Partner user to see only rejections related to Partner workflow and a Consumer liability user should see only rejections related to his CL UI.
Presently the To Do summary screen shows all of the rejections and asks the user to resolve.
Client do not want a partner user to see the notifications/rejections of a CL user and vice versa.

Could you please suggest how can we get this implemented?
