'SECLOC not found' Error While Opening the CABS Navigator Window (Doc ID 2291033.1)

Symptoms

Currently , if the ECCKT field is modified as in connection design screen - we are able to open the billing window.  However, we would like the code logic to be modified in such a way that the code formats the Circuit ID based on the ECCKT type and uses that to retrieve the information.

An enhancement was delivered in a previous patch set where the CABS module functionality was modified to fetch the location information using the Circuit information specified in the ECCKT field on the Admin 4 form of an ASR order when the locations are not specified on the order.  However, when the circuits are not entered in the same format as it exists in the database, the user receives a 'SECLOC not found' error while opening the CABS Navigator window.
