ITEM_LOC_SOH.RTV_QTY is Not Updated After Shipment (Doc ID 2291430.1)

Symptoms

ITEM_LOC_SOH.RTV_QTY is not updated to zero after shipping an RTV from SIM.

Steps to Reproduce:
1. Create RTV (Return to Vendor) at SIM for Item1 with 10 quantity and with reason Damaged (can be any reason), and save it (click Done).
2. Modify/Edit created RTV at SIM. Set quantity to 6 with reason Expired (or any reason other than initial reason used) and ship it (click Dispatch).
3. Notice that the ITEM_LOC_SOH.RTV_QTY at RMS is having value as 6 when in it should be zero.
