Issue trying to run MRP Plans using Legacy Collections

Symptoms
On : 12.1.3 version, User Interface in TEST
Users have a Legacy collections instance. They are trying to setup and run an MRP plan using the old MRP product (ie not ASCP). However they run into the following error when using Material Planner Responsibility / MRP / Launch

No Organizations are currently defined
When they try to go to Inventory / Setup> Organizations>Organization Access> Add new records in this list for> Save - this Errors

FRM-41830 - List of Values contains no entries
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate Material Planner / MRP / Launch - see no organizations error
2. Inventory / Setup> Organizations>Organization Access> Add new records in this list for> Save - this Errors FRM-41830
