Outbound Sigtran Connection To a Network Element Fails (Doc ID 2292076.1)

On Oracle Communications Convergent Charging Controller(OC3C) Applications, 6.0.1 version, Service Logic Controller(SLC), the Outbound SIGTRAN connection to a Network Element(for example, Signalling Transfer point(STP)) is getting failed instantly with connect "timeout_expired" as shown in the below m3ua_startup.log.

Here using initiation = "connect" on a SIGTRAN connection causes the connection to fail instantly with the next event being the connect timer expiring.


This is despite the far end acknowledging the connection. Using an inbound connection, for example if the STP initiates a connection to OC3C it works fine. However in Production scenario, the Network Elements do not initiate connections in this manner.
