IM_INJECT_DOC_ERROR.FIXABLE Not Following IM_INJECT_DOC_RULE.FIXABLE_DEFAULT Setting

For a document loaded through a batch job , why is IM_INJECT_DOC_ERROR.FIXABLE column set to 'N' , even though the IM_INJECT_DOC_RULE.FIXABLE_DEFAULT set to 'Y' for the VALID_ITEM rule. Due to this loaded document is not displaying on the EDI maintenance screen.
