Not Able To End The Construct On Billing Date [PRODUCTION] (Doc ID 2292286.1)

Symptoms

On : 2.4.0.1.0 version, BI - Billing

ACTUAL BEHAVIOR
---------------
Not able to end the construct on billing date.

Let us suppose the billing is on 31st march and the user wants to make some changes and create a new construct from the 1st April.
The current behavior does not allow us to close the construct on the Billing date.


Actual behavior : Client is not able to close the construct on the billing date (e.g 31st march) and so they have to close it on 1st April. And then have to start the new construct from 2nd April.
Because of this there is loss of one day.

The client should be able to close the construct on the billing date and then start the construct from the next date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 Create 1 transacting account and 1 invoice account.
2. Create a construct againgstthe accounts.
3.Run billing for the same.
4.The latest bill date here is 29-05-2017, so thru to close the construct on the same bill date so that we can create the new one from the immediate next date.
5.Edit the construct and put the end date as bill date and click same.

BUSINESS IMPACT

Because of this there is loss of one day.
