Linking Aggregate Steps To An Existing Safety Document (Doc ID 2292419.1)

A project is using aggregate steps and they are able to select a parent step and press the “Create Safety Document for selected steps” button and a safety document is created fine even when one of the child steps is not linkable with a safety doc.

The issue can be reproduced at will with the following steps:
1. record open/tag steps in switch plan.
2. select a parent
3. Press "Create Safety Document for selected steps" document gets created.
It should not get created, because one of the child steps cannot be associated with a safety document.
