In case of Overlapping Promotions, the Second Promotion Gets Approved Even If the Promo Retail Is Greater Than Regular Retail

Symptoms
In case of overlapping promotions the system lets the second promotion be approved even if its retail is greater than the regular retail.
Steps to reproduce (an example):
1. Create a promotion for an item at $100.00. Start date 11/16/2016. End date 12/4/2016.
2. Approve the promotion. You should see price of $100.00 as promotion price starting on 11/16/2016.
3. Create another promotion for the same item at a price of $150.00 (greater than Regular Retail). Start date 11/18/2016. End date 12/4/2016.
4. Approve the promotion.
The thought is that the system would throw a conflict on the second promotion and it should not get approved since promo retail is greater than Regular Retail.
