Auto Trigger Billing Not Working Correctly (Doc ID 2293395.1)

Symptoms

On : 7.5.0.16.0 version, Core Billing

Please consider this test scenario as below:

Expected Behavior:
1. Account bill cycle day is May 29th.
2. At 12:17am on May 29th device does an authorization for data.
3. Auto trigger billing should be initiated to create resources for the new cycle.
4. Device should receive a 2001 response code indicating success and is allowed to use data.
5. Cycle fee events from auto trigger billing created within the same second the authorization happened.
6. Account was later billed normally during regular billing process

Actual Behavior:
1. Account bill cycle day is May 29th.
2. At 12:17am on May 29th device does an authorization for data.
3. Auto trigger billing is initiated to create resources for the new cycle.
4. Device received a 4012 response code indicating no resources and data usage is denied.
5. Cycle fee events were created at 12:37am almost 20 minutes after the authorization.
6. At 12:37am the device again reauthorized and received 2001 response allowing data usage.
7. Customer was denied data service between 12:17am and 12:37am.
8. Account was later billed normally during regular billing process
