The utility does not prorate their "Basic Charge" (flat charge) for several of their Rate Schedules for service in specific regions (for long or short bill segments, nor for price changes).  CCB base functionality is being used to manage this in (new) Rates Configuration. When multiple Bill Calculation Headers exist, the flat charge is being generated in its entirety for each of the bill calculation headers.  This will result in the customer receiving double flat charges whenever there is a Rate Version change or whenever there is an MDM Usage Group change.  Important to note that Rate Version proration is allowed on all of their rate schedules.  How do you prevent the flat charge from being applied more than once?
