Inconsistency In Object Value For PayReceiverProvCodeDef (Doc ID 2294074.1)

Symptoms

On :  2.16.1.0.13 version,

OHI has updated payment_rec_flex_def_code with value REL when payment receiver is a relation only and with value of PROVIDER when it is a provider, but has not updated the object model to support the population for new finalization of claims.  This was first found on 2.16.1.0.13, (this is when testing started, not necessarily when the issue started.)
As a workaround, the value can be hard coded but that is not a viable long term solution.

The expected behavior is that the property "payReceiverProvCodeDef" only has a value when the payment receiver is a provider.

The issue has the following business impact:
Claims cannot go through the check run.
