Client Screen Warning Message Doesn't Display - Action/Event Issue

OnSubmit warning error message displays adding a new client on the Client screen, not adding a new client on the Policy Role screen. See attachment and screen shots.

Message should appear as expected.

The issue can be reproduced at will with the following steps:
1. Navigate to Case Search
2. Select the application
3. Go to the Roles Screen.
4. Add a new client.
5. select secondary addressee as the role.
6. Add information but no address, select add.
7. Role should be added even though it shouldn't be.

The issue has the following business impact:
Due to this issue, users cannot get the proper messages for information.
