Error: "Bad private user name or password. Check the public group ID." When Running the Database Configuration (DB Config) With a Unique External Encryption Key (Doc ID 2294577.1)

Symptoms

When attempting to create or update a P6 Professional database alias using the database configuration wizard (dbconfig) to connect to the database the following error is observed:

"Bad private user name or password. Check the public group ID."

Steps to Duplicate:
---------------------

  1. Launch the Database Configuration Wizard
  2. Select either "Modify an existing database alias" or "Create a new database alias", next
  3. Select the Database alias and Driver type, next
  4. Enter in the database connection details and select the database key, next
  5. Enter in the public username and password, next
  6. Validate the Database Connection information, next
  7. Observe error
Note: This issue is applicable to usage of a direct database connection (using a direct Oracle or SQL Server database connection).  This issue is not applicable to usage of a Cloud Connect database alias.
